FORMER SERVICE MEN TO BENEFIT BY NEW CHANGES IN REGULATIONS WASHINGTON April -By A. -Numerous benefits not before within the reach of disabled ex-service men were granted in the new veteran relief net passed during the last days, of the 67th Congress, says the United States Veteran's Bureau. Many of the provisions of the new law are sponsered by veterans' organizations. One of the most important it is said by the Veterans' Bureau, provides, in effect: 1. That every officer and enlisted man or any person in the active service under the War and Navy departments, who, was discharged or who resigned prior to the establishment of the Bureau, August 9, 1921, and every sach person in the active service on or before November 11, 1918, who, on or after August-9, 1921, was discharged or resigned, shall be conclusively held to have been in sound condition when entering the service, except as to such disabilities as were noted of record when or prior to the time he entered the service.

2. That an ex-service man who is shown to have a mental disease or an active tubercular disease of 10 per cent or. more, and such showing was made upon examination by a medical officer of the Veterans' Bureau or other qualified physician, within three years after separating from the service, shall be considered to have acquired his disability in service or to have suffered an aggravation of preexistent tuberlar or mental disability. In addition to extending this period from two years to three years in mentali and tubercular cases, the provision eliminates the qualification that the tubercular condition must be pulmonary to entitle one to the benefits of the uzesumption. A provision is also made that ments of premiums on yearly renewable term insurance and converted insurance may be deemed not to have lapsed in the cases of those persons, who, while mentally incompetent and for whom no legal guardian had been appointed, have heretofore allowed or may hereafter allow their insurance to lapse while so suffering, during the period for which they have been or may hereafter be so rated.
