parade in san francisco today. why? some say this year's event carries extra significance. plus, the governor signs off on california's budget with the $46 billion deficit means for some state programs and businesses. and firefighters battling the largest wildfire in the state, the flames now forcing closures within the popular sierra national forest. good morning to you and happy sunday. it is june 30th i'm gloria rodriguez and of course we'll get to all of that in a moment. but first let's get started with a check of your forecast with meteorologist lisa argen and lisa. we're talking about the big pride parade today. i know a lot of people are heading out there, so of course it's getting ready. weather wise. what should they expect? well, you know, this morning is pleasant. >> we don't have any fog. temperatures are in the 50s, but we will be looking at that sea breeze kicking up and the fog making a comeback. right now it's clear. and we're going to start out with temperatures at 10:00 in the low 60s, upper 60s. and notice the west winds

increasing throughout the afternoon. so by 2:00 we're at about 70 or the low 70s. but if you are headed to the coast, that fog will be there. and there's a system offshore allowing for a pretty good marine layer now. and look at alcatraz from our pier 39 camera. 57 downtown 62 in oakland. it is 66 in san jose. and from our sutro tower camera. plenty of sunshine, low 60s in our inland valleys with 68 in concord and our excessive heat warning now for all of our inland communities and a heat advisory for the immediate bay shoreline. san francisco and the coast. nothing yet, but considering that we're going to see several days of the heat building, we could see that change. so this morning we're milder, and throughout the afternoon we'll have slightly above normal readings inland in the mid 90s. >> gloria sounds beautiful. thank you lisa. just hours from now, thousands of people will be marching through san francisco for the annual pride parade. it marks when the marquee events of pride weekend. but the

festivities have been going on all weekend long. abc seven news reporter anser hassan talks to people about what this year's events mean to them. >> these are the symbols that make san francisco symbolic of pride across the country. the official dike march may have been canceled, but a contingent did make its way through the castro. barbara morton and her wife, arlene johnson, say they've been marching for the past 25 years. >> everything has changed over the years and we won some felt like we won some battles where we felt a little more protected in this country. and then i feel like, yeah, the possibility exists that we might lose some. and is it concerning? of course. yeah sure. >> morton is concerned that the united states political landscape is shifting to the right, which threatens women's rights and control over their bodies. they say that's why coming out this year is extra important. it's to send a strong political message. >> it's important to come back

and go. separation of church and state, and we're all people. and where love is god is. there's a lot of things to celebrate and to react in a positive way to. >> the crowds poured into the castro with the usual fanfare and rainbow themed outfits. tony harris set up a sidewalk shop selling pride themed dog clothes. >> there's a spirit out here that you feel and a connection of people and, you know, hearing the word love and speaking to strangers because it is here and it is real. >> cliff's variety store is a staple in the castro. it's been open more than 80 years. their wigs and fabrics are in high demand this time of year. >> this is a very busy day. one of the busiest of the year beyond the fever, says foot traffic is up with lots more foreign tourists. >> he says pride is a big draw, in part because san francisco provides a place where people can feel safe, and it's always been home to free thinkers, people who, you know, have

expressed their opinions in different ways. >> and it's just been always tolerated here. >> saturday night, city hall was lit up pink to mark pride weekend, and in anticipation of sunday's grand parade in san francisco, anser hassan. abc seven news. >> and here's what you need to know about today's san francisco pride parade. it starts at 1030 in the morning. it begins at the intersections of beale and market. it goes a mile and a half down market street, and then it ends at eighth street. the celebration area is at civic center plaza. there are multiple road closures, so definitely plan accordingly. you can also take public transportation into the city. traffic is expected to be heavy. some streets will also be closed all day today and if you can't be there in person, celebrate with abc seven and watch the parade live wherever you are. abc seven is the official station for the san francisco pride parade. our coverage starts at 10:00 this morning, and you can see it wherever you watch abc seven new this morning, governor gavin

newsom signed california's budget to close an estimated $46 billion deficit. the move was made possible through $16 billion in spending cuts and increased taxes on certain businesses. companies with at least $1 million in revenue will have to pay the higher tax. lawmakers predict that this will bring in an extra $5 billion for the state next year. the deficit was about $32 billion last year before growing even bigger this year, fire officials say a fire that erupted in bay point overnight is not expected to threaten surrounding structures, contra costa county fire says calls came in about the three acre fire just before 11 p.m. near port chicago highway and wharf drive. the strong winds did cause some concern into the morning hours. the cause of the fire is still not clear. in the south bay, firefighters battled flames in the hills of east san jose. an abc seven viewer sent us this video of the fire. this

is on balcom road, san jose. fire says the flames are under control, but firefighters remained on scene overnight to make sure the fire is completely out. firefighters are making progress on a wildfire that began in el dorado county yesterday afternoon. all evacuation warnings and orders have been lifted near the community of greenwood. that's west of i 80. state highway 193 has reopened and the fire is now 25% contained. and it burned nearly 16 acres. and this is video of the largest wildfire that's burning in california right now. the basin fire and the sierra national forest near fresno exploded to more than 9500 acres. it is 0% contained right now. the fire started on wednesday after several fires in the area burned from lightning that struck days before fire. crews are facing hot and dry weather and smoke is impacting air attack resources. >> they were up today, but the inversion did interfere with plans and what that does is the

smoke prevents visibility. we're really concerned about the forest infrastructure, the campgrounds and the trails and the places that people come and enjoy. >> and the fire has forced several campgrounds and trails to shut down. there are no reports of any structures that have been damaged. worsening wildfires in the bay area are brutal for wine, grape growers, and now there's new help to protect them from losses because of smoke damage. grape growers lost hundreds of millions of dollars in 2020. on the start of this fire season is already rough. wineries south of lake sonoma are still dealing with smoke and fire retardant damage from the point fire earlier this month. >> i'm still in shock that it it, it actually devastated the property as much as it did, but i am just so grateful that we didn't lose anything else. >> the us department of agriculture will roll out a wildfire smoke coverage option

to insurance policies. starting in the 2025 crop year. growers will not have to document their losses. they will get paid out based on the number of intense smoke days in their county. happening tomorrow, it's going to cost a little more to cross the golden gate bridge. fares will rise by $0.50 to help address a budget deficit. they will go up every year for the next four years. if you have fast track, it's going to cost $9.25. and for those with a pay as you go account, it will be 950. the toll increases are expected to create $139 million in revenue, but that still might not be enough to raise the deficit. that's pegged at about $220 million. and for those who ride golden gate transit or golden gate ferry, the fares are also going up. tomorrow. they will increase by a quarter. like the bridge. they'll be going up every year until 2028. well, now let's get a check of your forecast this morning with lisa.

good morning lisa. >> hi, gloria. nice and sunny and there's no fog right now to speak of. there's the pink triangle, low 70s a west wind to 25 today in the afternoon. if you're headed south of the city, that's where the fog is going to reform. but otherwise, it's a gorgeous day. slightly above normal inland. but tomorrow starts our warming trend, and then we get into a heat advisory and an excessive heat warning to have all the details coming up. >> lisa, thank you so much. and also ahead, new laws take effect tomorrow bar statewide are now required to have this item to test for date rape, drugs and sale pending in san francisco. the offer being made on the house that originally required the buyer to move in 30 years from now. the new catch in the deal

look at four of those laws. the first will require bars and nightclubs to stock drug testing kits. the move will allow customers to test their drinks for date rape drugs, and there will also be higher gun taxes for anybody who buys firearms or ammunition in california will now pay an additional 11% tax, and that's on top of existing federal taxes. and the state's 6% sales tax. the state will also enforce a cap on security deposits. landlords will be limited to requiring no more than one month's rent for a deposit. the fourth, the state is responding to workplace violence. this law requires that california employers create and implement workplace violence prevention plans. the effort to boost the minimum wage for california fast food workers,

and health care workers has seen mixed results, and reactions, and the july 1st bump in pay for health care workers will likely be delayed until october. abc seven news reporter suzanne vaughn takes a look at the minimum wage issue in our state. >> we do a lot of work for what we get paid for. >> laurie viramontes has been a health care worker for more than two decades. she's a medical assistant. on july 1st, health care workers in california are supposed to see their minimum wage bumped up to $25 an hour. that doesn't affect viramontes, but she says it will impact many other health care workers who don't make enough. >> i feel like in private practice, they overwork you and underpay you by far. >> they deserve to be compensated for all that work that they're doing. >> because california faces a $46 billion shortfall, state democrats agreed to delay the planned minimum wage bump for health care workers until october 15th. san francisco state professor john logan is chair of the labor and economics

department. he says the minimum wage increase is needed. there's a big problem with recruiting and retaining some health care workers. >> they're also doing it to try to make sure that we actually have the health care workers that we need now, and that we're going to desperately need in the future. >> in april, the state boosted the minimum wage up to $20 an hour for fast food workers. the owner of this mcdonald's at stonestown galleria says he made a gut wrenching decision to close this past weekend because of two reasons a disagreement on a lease term with the building's landlord and then the rising costs of running the restaurant, including the new state mandated $20 an hour minimum wage for fast food workers. chris thornberg is the founder of beacon economics. >> when you raise the minimum wage, that either has to come out of the, the, the manager or the owners pocket, or it gets passed on to the consumer in the form of a higher price. >> we're starting to see the impacts of higher minimum wages. thornberg believes there will be fewer restaurants. people will

with their mom. well, now to the beginning of what could be a new tradition in san francisco's outer sunset district. take a look. great highway for the inaugural oceanside 4th of july parade. the city has not held an independence day parade since the bicentennial in 1976. you could see right there there were two bands, 25 dancers, as well as several parents and kids who participated. supervisor joel engardio organized the event because he says it's time the city had its own 4th of july parade, an event like this tells the world we are not a doom loop. >> it tells the world that we have a lot of joy and we're creating more of it. and we are imaginative or innovative, and we're going to create our best. san francisco organizers had the parade to make sure the people who already had holiday plans could attend, so they had it this weekend, the supervisor

said. >> the plan is to have this on july 4th next year, and on the peninsula. people were out buying fireworks in pacifica ahead of the holiday. that's one of the few places in the bay area where you can legally purchase them. san bruno, dublin, union city and gilroy also legally sell so-called safe and sane fireworks. so far, sales in pacifica are going strong. >> our biggest sales right now is the atomic salsa we have. these have been going off the shelves, flying off the shelves. i've had to restock them like four times already. >> and the sale was an annual fundraiser for the pacifica sirens girls softball league. fire officials are urging people who buy safe and sane fireworks to be cautious while they're celebrating not only for personal safety but also the high risk of fire danger. and of course, we know we're expecting some hot temperatures, so that's another thing to keep in mind. and a lot of you are getting ready for big pride weekend. so if you're getting ready to head out the door soon, lisa, what do

they need to know as far as the weather today? >> it's a little cool to start this morning, but temperatures are going to be very pleasant near average. the winds are going to kick up northwesterly winds to west. winds in the city, and that's going to allow for a pretty good sea breeze throughout the afternoon. we are expecting the fog to come back for another day before things really switch around to a northerly gradient, and that will allow for a warming and drying trend in fact, we're looking at elevated fire danger and a long stretch of hot weather that's going to take us into the work week. and it could even last into next weekend. live doppler seven a little disturbance offshore and that is allowing for the fog to really stay put this morning. no fog at all here. the golden gate bridge just gorgeous. and you'll notice a bit of a breeze out there. a current numbers are comfortable and in fact a little chilly along the shoreline with 50 two half moon bay 57 in san francisco were 62. oakland 63 in hayward and 66 in san jose. and another vantage point here from our exploratorium camera, where we are 72, in santa rosa. that's

because of a breezy wind that just kept the temperature up all night long. compare that to petaluma, 5754 in napa and 63 in fairfield. so air quality may have noticed out there. pretty hazy right now. it will improve throughout the day today. today will be our last day with all the greens on the map. the good air quality because we'll get into moderate air quality as the temperatures rise, the winds shift to a northerly component and a high pressure begins to build in over the region. so sunny and mild in san francisco. gorgeous day today for the parade. heat wave this week with our excessive heat warning and our heat advisory closer to the bay shore. this would take us through the entire workweek. temperatures not only over 100 degrees, over 105 up to 110. in some locations. here's a look at the winds that will get gusty in the afternoon. notice right now they're still a little bit breezy, but by about 5 or 6:00 we're 30 to over 40 miles an hour from point reyes to half moon bay and a good breeze over

20 miles an hour inside the bay. so they'll dial back and won't be as gusty into your monday, but they'll still will be a sea breeze. and that's why the city and right along the coast, we're not in any advisories for the upcoming workweek. this is tuesday. the hottest day is probably going to be tuesday and or wednesday, depending on where you are. you see, you are seeing that right up to 109 and 110 from antioch and fairfield, over 100 degrees, northern sonoma and northern napa will see some extremely hot conditions and you'll notice 107 in livermore on thursday the fourth. as we get into friday, it's almost as hot inland, maybe a few degrees cooler around the bay. the accuweather seven day forecast up after looking at the highs today, today is going to seem like the nicest day, right? with upper 70s oakland, mid 90s in santa rosa because as we go through the next several days, we'll come up dramatically a few degrees tomorrow. but look at tuesday, that's a 5 to 10 degree jump, and then we stay there

. abc seven is the official station for the san francisco pride parade. our coverage starts at ten this morning, and you can watch it wherever you watch abc7. we have our pride countdown right there on our screen, so you can see we just have about, what, 3.5 hours before the big parade starts. well, moving on to other news, governor newsom signed a bill that will allow restaurants to keep putting surcharges on diners bills. however, the fees must be clearly communicated to the customer. the bill was in response to another law that takes effect tomorrow, and that law bans so-called hidden junk fees that might appear on a hotel bill, or when you buy tickets to a concert. it is a win for the restaurant industry, which has argued that fees are often necessary to help pay workers who might not get a tip. and taking a live look from sfo this morning, where is expected to be packed in the coming days, you can expect the roads and the skies to be filled with millions of americans for independence day. experts say this 4th of

at the golden gate bridge so far, a beautiful morning here in san francisco. we'll get a check of your forecast coming up in just a few minutes with lisa. in the south bay, there is growing concern over phase two of vta's bart, silicon valley project. right now. it awaits critical federal funding. it's also the largest single public infrastructure project in santa clara county. some say delays will not only impact future passengers, but also thousands of jobs. abc seven news reporter zach fuentes has a closer look. ready? three. two. >> one ground was broken more than two weeks ago, officially kicking off construction on the long awaited bart extension in santa clara county. the project brings four more stations to the south bay, including downtown san jose. >> we went forward with the groundbreaking for the tunnel boring machine because we're

anticipating a partnership with the federal government. >> that partnership would be $6.2 billion in federal funding, or 49.4% of the project's cost. vta will own the facilities, and bart will operate and maintain it. >> the county of santa clara, vta and the residents here have both raised local money and gotten matches to bring us to over $6 billion. we're bringing to the project locally, and we need the federal government to do their part to make sure that these shovel ready jobs keep moving while we get this project built. >> local labor unions say thousands of workers are ready to take on those jobs. >> let me just tell you that without this funding, this project may be delayed. and delayed means possible cancellation because every year cost escalation with construction would just add more cost to this project. and so if this project doesn't get the funding now, that means those 75,000 jobs that we talked about are possibly off the table entirely. >> the vta project is competing

concord, 63 in livermore and so current air quality as it's moderate now in marin and san francisco, also the south bay, it's going to get better throughout the afternoon, but into the work week ahead, things are going to change dramatically. we're going to see an excessive heat warning and a heat advisory. the air quality go down, the drying of the atmosphere and elevated fire danger sunny and mild today in the city for the pride parade. temperatures near average, a little above average in our inland valleys. but our excessive heat warning is beginning tuesday, lasting through friday, could even take us through the weekend. and then the triple digit temperatures. we could see those as soon as tomorrow, but tuesday and wednesday look to be extremely hot out there, so hopefully you can make some plans to not to be outside, stay hydrated. and it looks like this is an extensive stretch. so usually we get that fog and the breeze to save us. it will be helping the coast in the next several days. i talked about how windy it's going to be over 40 miles an hour raise in about 30 miles an hour half moon
